Andrew draws on his 30 years of experience as a regulator, policymaker and attorney to help healthcare providers achieve their goals.
Andrew has long been passionate about the healthcare system, earning a master’s degree in Health Planning at the beginning of his career. He went on to work at the Massachusetts Department of Public Health (DPH), Office of State Health Planning for several years, where he was struck by the role attorneys played in solving problems and facilitating healthcare policy initiatives. Andrew then attended law school and worked as an attorney for various state regulatory agencies. He was able to put his passion for healthcare strategic issues into practice as the Assistant Commissioner of the DPH Bureau of Health Care Systems, where he was responsible for the Determination of Need (DoN) Program, the Acute Hospital Conversion Board, the Division of Health Care Quality and the Office of Emergency Medical Services.
Today, Andrew helps healthcare providers navigate the regulatory system and secure the approvals and permissions necessary to further their mission of patient care. He routinely advises his clients on strategic and regulatory matters, helping them to identity and achieve their goals with a long-range planning perspective.
Andrew routinely represents providers with DoN strategies and initiatives, including but not limited to those involving facility construction, transfers of ownership, medical imaging technology, the establishment of new ambulatory surgery centers or the addition of inpatient medical/surgical, behavioral health or substance use disorder beds. In addition, other areas of representation related to DPH business include hospital essential service closures, changes in ownership and other matters pertaining to the Office of Emergency Medical Services and the Board of Pharmacy.
In addition to DPH, Andrew regularly represents clients before state and federal agencies, including the Health Policy Commission, MassHealth, the Department of Mental Health, the Executive Office of Health and Human Services, the Office of the Attorney General and the Centers for Medicare and Medicaid Services. In addition to his healthcare work, Andrew also assists clients in the growing cannabis industry and represents companies in their filings before the Cannabis Control Commission.
Andrew’s extensive legal and government experience has allowed him to readily understand what regulators need from providers, and to quickly help clients resolve issues and move forward.
